It must do something because I was watching a video of the 2020, 250 RE (in Italian), today and the power valve spacer is on that bike from the factory.

The parts catalog on Beta's website doesn't indicate a PV spacer for any bikes other than the Xtrainer.

Yeah, that's definitely a PV spacer. I'm not sure what to make of it. Everything else on that bike appears to be stock, so it's kind of hard to imagine that as a mod by the rider. Strange...

2020 250rr does not have the spacer. I do have one I'd sell, in package never opened.
