Shifter stuck

Need some help. Just finished installing steel oil gears in my 390 RR. The job was easy and went without any issues. When buttoning up the 390, I found this small torx head screw where the skid plate mounts. I do not know if it was there before the job or it came out of the transmission. I start the bike, it sounds dry, then settles into a nice idle. I warm her up, shift into first and take her down the street. Everything is normal. I shift into second and all seems good. However, the bike will not shift into third. I can downshift and back up but nothing past second.
Anyone recognize the screw? Is it related? Thoughts or advice?
