When I was using those forks, it was tough to feel any change with the adjusters.
If your springs are correct, and you have the tools and ability, change the oil to a good 5 wt, set the oil to the lower range. spring preload has a large effect, they come 16mm- 20mm and perform considerably better at 4-6mm.
Also keep in mind, the shock on that bike seems to have weird valving, on mine I ran out of adjustment, and an I'll performing shock can make the forks feel like junk, with a good setup or not.
Like MD said. also depends on your ability, riding conditions and what you have tried so far.
